Out of the box, the RSCS that comes with VM/370 has a driver called DMTNPT.
The comments at the top of it say:

* MODULE NAME -

*        DMTNPT
*
* FUNCTION -
*
*        THIS RSCS LINE DRIVER PROVIDES SUPPORT FOR THE 2770,
*        2780, 3770, AND 3780 TYPE NON-PROGRAMMABLE TERMINALS.

Perhaps this covers the 3774? If not, I don't see any problem coming up with
a derivative driver that would work.

I expect MVS 3.8j has similar capabilities but I don't know MVS well.

The real challenge is either to interface Hercules to a real bisync line or
to interface the 3774 to an emulated bisync line.
