Not Kermit. VNET was basically IBMs internal name for its RSCS network so equivalent to BITNET/EARN in function as previously described..
It extends the spool so you can send files as previously described. No idea if/how it works on MVS.

On VM everyone has a virtual reader, so files arrive on the reader.
To send you tag the file with the name of the remote node and userid you want to send to and spool it the RSCS machines reader.
There was also a facility to send remote commands
