You need to update IKJTSO00 in SYS1.PARMLIB:
 

 In the AUTHCMD section, add RMM.
 

 In the AUTHPGM and AUTHTSF sections, add 

  EDGHSKP, EDGUTIL, EDGRPTL, and EDGAUD.
 

 TSO programs don't become authorized by being in a authorized library. They 

 have to be listed in the proper sections of IKJTSO00.
