To clarify: Hercules can run operating systems that are capable of supporting DB2, COBOL, and CICS, but everything is still subject to IBM licensing -- you would need to have a current (say) MVS/XA license, along with licenses for each of those program products. Some older program products are freely available (e,g., plain old MVS and -- I believe -- a COBOL that runs there), but DB2 and CICS still need a paid-up license if you want to run them.
