You need to decide if you want to be legal
or illegal.

Legal there are two options:

1. Run TK4- which is an old version of MVS
(the OS), which has an old Cobol plus a
KICKS to replace CICS. No DB2 though.
Not sure if SQLite is available on TK4-.

2. Buy zPDT from IBM for a few thousand
dollars and you will get z/OS as the OS
plus I believe you get the rest of the stuff
like CICS. You can probably legally run
that on Hercules.

Illegal there is one option:

1. Find the ADCD somewhere which has
z/OS and everything else you need for
modern operation.

Please don't ask me personally where to
get the ADCD, as I've never even bothered
to type that into a search engine. I use
MVS/380, which is similar to TK4-. For
normal use, TK4- is better than MVS/380.
