I really think it's  either / and your LOADPARM and / or your device #'s

I would try hard coding the LOADPARM

Or if you want to use the hercules loadparm command,  I *think* you
need to include the IODF device address  along with the parameter:

eg.
LOADPARM   0380pppp

or
LOADPARM   0A82pppp


I tried putting just   LOADPARM   CS   in my hercules.cnf (instead of
0A95CS..) and got a disabled wait state 'B3'
