I think there needs to be a public web and email presence.

I'd like to see said public presence be integrated / federated as 
suggested.  Though, to me, newsgroups implies Usenet, which comes with 
it's own complications.  Though it is possible.

That being said, I'd be happy to host a mailing list (currently 
Mailman), files (web presence), and provide a Usenet gateway.  I'm happy 
to help regain access to one (or more) of the domains mentioned in this 
thread and leverage it.  I'm cool with any other domain name too.  I'd 
be willing to provide a sub-domain of my domain if needed.

There are options.

I'll agree that groups.io is a common suggestion.  But I don't think a 
common suggestion is a consensus.  I'm confident that there are more 
subscribers to the list that have not yet shared their opinion.  There 
have also been some other options proposed.
