Here in the US, only Congress can amend a law. Yes, as amended by Congress in 1989 to conform to the Berne convention, thus making things copyright by default. You don't need "the latest", which is post-Berne, you need a pre-Berne ruling that says things are copyright even though they have no copyright notice. BFN. Paul.
