 I think you have a lot of problems not limited to TCPIP, I think the config file you are using is not correct for the version of z/OS that you are using, and I think you need to fall back and correct the stuff we know is bad before you worry about the "other" stuff.
 

 The version that you said worked fine before, what was that setup and how long ago was it that it stopped working.  What was the change that made it stop?  Did you upgrade something on z/OS, or Hercules, or Windows (or what?).
 

 While is "seems" like the model of the CPU shouldn't matter, it actually does a great deal, especially when it comes to z/OS V2.  Many products will check the CPU model and then decide what it can (and can't) do.  I' actually really surprised you can get z/OS to IPL when you defined the CPU as a 3090, but it's probably because you did tell it you were z/arch, probably the only 3090 in the world with z/arch capability.
 

 The other two parms I previously told you about are also necessary for z/OS 2.x to work correctly and even then it needs to see that it's a supported model arch level.
 

 Still waiting on the FTP debug, but you should correct the hercules base configuration errors first.
