HHCCP036E SCP not receiving priority messages

I have had the "integrated console" turned off for the last few months

i.e. I changed :
0009    3215-C  NOPROMPT

to

0009    3215 NOPROMPT

.. then connected with a telnet client.

I just downloaded the  Sixpack 1.2, and decided to leave the
integreated console turned on.

When I try "! q dasd" or ". q dasd" I get

HHCCP036E SCP not receiving priority messages

I went back to an older version of the sixpack, and the same thing happens.

I looked through the Hercules user reference, but didn't see a setting
to enable / disable SCP messages.

I thought for sure SCP messages were working at one time.

What am I missing ? ;)
