That was why you never saw many MVS guests running under VM. Both wanted to page. At least in the early 70's. Maybe later you could put him in non-paging mode. VS1 using BPE could be put in non-paging mode or if you defined its VM machine at 16M then VM would do the paging it worked really well.

      I always thought that when people put MVS guests up in a VM that they configured it so that MVS didn't have to page to auxiliary storage, either through defining sufficient extended storage or some other means. Or perhaps I remembered that backwards, and VM paging for that guest was blocked. The point was, that one could do it but had to let one OS handle the paging. I only remember that anecdotally, never went there myself.

      You can dedicate the console in the vmdir. Then when you logon the console is at address whatever you dedicated it as maybe at 010. Then you ipl or if you autolog it the ipl command can be set in the vmdir. It's really very simple, but normally you don't run a paging system under a paging system. VSE, or DOS/VS, or VS1 are good candidates to run under VM. That's not to say you can't do other operating systems.
