Paging is not the problem (and others have explained that) - the story
behind that is 

a.) MVS has much more functionality than DOS (or today z/OS vs z/VSE).
An often cited example is the editor- with VSE you get ICCF which has
an editor. with MVS you get TSO whose editor is (IMHO) superior. All
the functionality for programmers are "crippled" on the VSE site. Same
is true for support of applications. MVS simply had no desire/need for
a deluxe carrier for additional stuff (VM with its the hosting part
CP and the guest that always comes with it: CMS). 

b.) because of its deficiencies DOS/VS supported/communicated pretty
early with VM, which made a DOS/VS under perform pretty well (even with
double paging). MVS has never learned anything about a hosting op-sys
and does not even talk to it.
