IOS3270, you will see it near the top of the search results under "VM
Fullscreen Support".

To answer directly but briefly, no - IOS3270 was not shipped with any
VM/370. It was always an add-on, chargeable program. Not a "Program
Product", but a Field Developed Program (FDP) that was generally
available only outside the USA. Conspiracy theories abound as to why
it was not available in the USA; most of them involve ISPF.

Some time in the last few years, once actual demand for IOS3270 had
waned, Jim Elliott of IBM Canada made the run-time module available
for free download. But the source code form the original package is
not available. That run-time module will not work on the VM/370 we
have, and there is a lot of work needed to make it work. In any case
IBM's licence conditions for using the module make it unlikely that it
would ever be incorporated into any Hercules-based offering.
