Note that JES2 is looking for JS2SP0 as the spool pack.

Where are the shadow definitions in your config for

Having only a portion of the DASD available ( IE dasd/JS2SP0.700 but not shadow/JS2SP0_1.700 ) might give the results you are seeing.
