A more dictionary like definition of an agnostic is  as follows:

An agnostic thinks it impossible to know the truth in matters such as 
God and the future life with which Christianity and other religions are 
concerned. Or, if not impossible, at least impossible at the present time.


In the _Very_Loose_ context that I used. It would mean that the person 
does not have an opinion (because it is impossible to tell) about a 
license. (to them the licence is irrelivant).
