can't bind to port, win2k

I'm trying to get cipe working on a windows 2000 system, but I've got a problem. I installed cipe, but I'm not able to start the service. When I try 'cipsrvr start' it won't be started so: no communication. I tried cipsrvr console and got this error: can't bind to port: 2800 netstat -an give's no other service running on port 2800. To be sure I tried several other ports, but it doesn't seem to help. My connection is an ADSL via Speedtouch 510. I forwarded udp 2800 in the Speedtouch. Anyone any idea?
