Cipe after NAT

Hello,

I have a SuSE-Server 7.3 and a FLI4l-Router.

Server <-> i-Net <-> 	QSC-Router >-> 	FLI4l-Router
Port 6000		Portforwarding 	Port 6000
192.168.20.1		NAT		192.168.20.2
CIPE daemon vers 1.5.2			CIPE daemon vers 1.6.pre-20020224

The Router of my Provider QSC in Germany use NAT.
The Router of my Provider forwardet the Port 6000 to our Router.
Ping from  192.168.20.1 to 192.168.20.2 and from  192.168.20.2 to
192.168.20.1 are very quickly, BUT wie lost 89% of the Packets.

What can be??
What can I do?
