The same thing happened to me a couple of months ago when I tried to bring up cipe-1.6.0pre1-patched under FC2. I then reverted to FC1, removed the 2.6 kernel patch to lebf.c, and recompiled cipe-1.6.0pre1. It works fine talking to a cipe-1.5.4 machine, so the problem appears to be in the interface to the 2.6 kernel.
