Add "www_readonly 0" to your pksd.conf. "man pksd.conf" should say:
www_readonly
This controls key updates/submissions via HTTP. If
it is 0, then keys may be submitted via HTTP. The
DEFAULT is 1, which DOES NOT allow key updates/sub-
missions via HTTP.
