You need to have 
keyserver-options honor-http-proxy broken-http-proxy
in your gpg.conf
and export http_proxy=http://127.0.0.1:8118/
(bashrc: alias gpg='export http_proxy=http://127.0.0.1:8118/ ; gpg').
