As a general matter, I'm wondering if subkeys.pgp.net shouldn't use a
more dynamic mechanism. Bjoern Buerger set up a round robin for
random.sks.keyserver.penguin.de that picks randomly from the set of
seemingly-live SKS servers. This is done once a day, I believe, so dead
servers are pruned out fairly promptly. It makes the whole thing much
more reliable from a user perspective.
