Open a Cygwin window.

cd to the directory where you extracted the source files.

./configure

make

The README in the source is about it. the book 'Open Source for Windows
Administrators' has all of four pages on setting up PKS on Windows. That and any
online list or project archives is about it.

Unix/Linux is a much better platform for a keyserver as the software is written
for a posix platform. If you /must/ use Windows for a server platform you'd be
better off setting up a LDAP keyserver, IMO.

If you do go with Linux, *please* consider running SKS instead of PKS. PKS does
not handle V4 key features well. Notable examples of mangled features are
multiple subkeys, a revoked subkey (tag 0x28), duplicate keyids, direct key
signatures (tag 0x1F), revocation signatures on userids (tag 0x30), or photo IDs.

There is also no development or maintenance being done on the pks platform. PKS
0.9.6 is nearly four years old, and even patched, has trouble with current PGP
key features.

SKS is fully OpenPGP RFC compliant and has an active support community.
