OpenAFS 1.5.38 released (Test Version for non-Windows platforms)

1.5.38 is a testing-only release, and not currently available for Windows.

For UNIX, Linux, and MacOS X the recommend production-ready release of
OpenAFS is 1.4.7. all AFS server versions.

A number of optimization which will be discussed at the AFS and Kerberos Best 
Practices Workshop are included here for testing, including readonly 
disconnected support.

Thanks is due to Simon Wilkinson for the updated diconnected AFS patch; It 
is based on the original work from the University of Michigan.
