This is a global setting because the translation from dot-file to hidden 
attribute must be performed as part of the RX to SMB translation.  In an 
IFS, this would be set within the kernel.  There is no knowledge of who 
the file is for at that layer; nor should there be.

The manager of each institution would need to decide for their users if 
s/he does not like the default setting.

That last behavior is interesting.  I would not want to enforce that 
however I can understand why it might be necessary.  A file is created 
by a program and then appears to disappear on it.  Many programs which 
are poorly written might be fairly confused by that.
