The reason this option is set by a registry option is so that you can 
turn it off if the
user does not like it.  I personally do like it because AFS directory 
trees are Unix; just like
they are on NFS.  I would be very interested in seeing what all the many 
NFS clients for
Windows do in this case.

However, I too believe that attempting to rename (or create/delete) 
files with dots will be a
nightmare because the end results will be unpredictable depending on the 
privileges the user
has in the directory and the files which happen to exist or not exist in 
the directory.
