If a CellServDB file is found at \ProgramData\OpenAFS\Client then that path becomes the default location for all client configuration files. (Not that we have any others at the moment.) If the CellServDB file is not found there, then "\Program Files\OpenAFS\Client" continues to be used. I have not modified the installers to move CellServDB from "\Program Files" to \ProgramData.
