rxk5 netidmgr module

Hi AFS Win32 Hackers (Jeff and Asanka, CC Marcus),

Jeff Altman and I had a dialog on Zephyr about wither rxk5 could
co-exist with the kerberos 5 code, or if it should/must be in a
separate module.

Marcus may wish to chime in on that, I've been arguing on our behalf
that the functionality is closely related, and should be one module,
Jeff that for various reasons, they should be decoupled.

(Jeff told me to expect some supporting code or docs on afs plugin
extensions, thanks in advance.)
