New build requirement - Kerberos Compatibility SDK

As soon as http://gerrit.openafs.org/#change,2867 is committed to
'master' there will be a new build requirement for OpenAFS, the Kerberos
Compatibility SDK.

  http://github.com/secure-endpoints/heimdal-krbcompat

When built against this SDK, OpenAFS will be able to function with
either Heimdal or MIT Kerberos implementations depending upon which is
installed on the system.  The Heimdal assemblies will take precedence.

This change will be applied to the 1.7 branch for the 1.7.2 release.
