Zero Install for Windows 2.8.2

I've recently release two minor updates for Zero Install for Windows: 2.8.1
and 2.8.2. Both were mainly bug fix updates, but there is one new feature of
note: 
he options/config dialog now contains a tab for changing the UI language
independently of the Windows system language.
