Not selecting outdated <package-implementions>

I just noticed that 0install does not seem to consider
<package-implementation>s as candidates if the package is installed in the
distributions package manager but not in the most recent version.
For example 0install did not use my installed native Java 7 package until I
did an "apt-get upgrade".
Is this by design?
