That’s great, we should be able to run the Zero Install Publishing Tools written in .NET there as well. :)
I don't have a lot of JavaScript expertise so I probably can't help with any pull requests for the existing code, but I could provide any necessary glue code on the .NET side.

Could your server-side code be modified to invoke a specific command-line for:
new packages that reference archives (not installers) with information like name, description, download URI template and optionally file associations
-and-
existing packages with information like version number and release date
?
