IRC is Internet Relay Chat, a realtime text chat system.  You need an irc 
client to use it.  There are many
:  XChat, Mozilla, KSirc, and about 50 others.  I use KSirc.  Once you 
installed one, you connect to irc.gnome.org (using whatever interface your 
client provide), and then type /join #gnucash.

You should then see a list of people on the channel and you can now just type 
your messages.
