Hi, Carl.  Money and Quicken effectively use OFX to communicate with
banks.  They compile an OFX file, post it via HTTP to the bank, and get
another OFX file in response.

Also, I've put together a rudimentary implementation in KMyMoney
(kmymoney2.sf.net) that retrieves statements from the bank.  In the
future this will be expanded to include sending payments via this
interface.
