I usually follow the instructions in  INSTALL-git.md but  at

I see
$ ./bootstrap

fatal: unable to access 'http://git.savannah.gnu.org/r/gnulib.git/': Recv
failure: Connection reset by peer

Also www.gnu.org seems to be down.
