REJECTED: Cairo

I'm preemptively rejecting Cairo with this mail.

Rationale:
Cairo is a 2D, cross-platform vector graphics library. It provides some
fantastic benefits with its multiple backends (including GL), however it
is still under active development and API flux, and is thus not ready to
be considered for a platform release.

It's with regret that I pre-emptively reject Cairo for this platform
release, but strongly hope to see it in when it's ready.
