What does leaving it out imply? We need this for Win32 compatibility, 
while we should definitely deprecate it for *native* apps there are 
already many programs both emulated and native that are using the tray.

It may have been a strategic mistake but does it make sense to start 
excluding it now when it's such a widely implemented spec?
