We need to put into place COPYING files for all the new modularized
packages ASAP; some currently lack this.

Mallum noticed that the automake, if presented with
--add-missing and no COPYING file, will put in a default
GPL licence, which is not our intent.

You can see a good example of what kind of COPYING file
ought to exist by looking at the X11 (Xlib) package.
Obviously, the contents may vary by package depending on the
copyrights contained therin.

We should probably also have a notice saying the definitive
copyright ownership/licenses are in the individual files of
the package, as errors sometimes get made.
