The answer is in the debug output. Your configuration does not do what you think it does. It won't help to search the internet for "why is my configuration wrong".

All you need to do is:

a) configure one virtual server for situation A. Ensure that it only runs for that situation, and not for any other
b) configure a second virtual server for situation B. Ensure that it only runs for that situation, and not for any other
c) enable both virtual servers at the same time.

It's that simple. No need to search the internet.

It's only simpler because you don't need to debug the configuration. Which means you're not really sure why the configuration works.

Two virtual servers are substantially simpler than running two full copies of the raddb directory.

Again, in 20+ years of doing virtual servers, the FreeRADIUS team hasn't seen a need to run two independent copies of raddb. Virtual servers are simpler, and work fine.
