To add to what Alan said, the v4 development packages aren't 
specifically shown on the packages site, but the direct repo link is

   https://packages.inkbridgenetworks.com/freeradius-devel-4.0/

It is still in development of course so you probably want to pin to a 
version works for you, and test upgrade carefully.
