NEWS: AdvanceMENU v2.2.13

AdvanceMENU v2.2.13 has been released at :

AdvanceMENU is a frontend for the AdvanceMAME, AdvanceMESS, MAME,
MESS, xmame, Raine and any other emulator.

It runs in Linux, Mac OS X, DOS, Windows and in all the other
platforms supported by the SDL library.

This is the list of changes:

* The SIGHUP signal now kills and restarts the program.
* Added external commands support with the new
  `ui_command' option.
* Upgraded the DOS/Windows SVGALIB drivers at version 1.9.18.
