There's an unpolished mandrake and suse fb howto at

I haven't been able to get any kernel fb to work at a pclock lower than 
8mHz, SVGAlib works fine down to 5mHz though. 

I suggest you get a Visiontek or PNY TNT32 card if your serious about 
running a 15kHz linux setup between 5-8mHz. 

Matrox G400 cards are also a good linux choice, but don't support pclocks 
lower than 7mHz.
