makebootfat-1.1 issue

ok, so I downloaded makebootfat-1.1, but there aren't any executable files,  
nor batch files, in there.  There are lots of file extensions that are  
unrecognizable to me.  Is this for Linux users or something?
 
I'm running Windows XP and I can't make heads or tails of this  download.
 
The reason I'm using it is because I'm trying to make a bootable partition  
on a drive larger than 4GB, and I understand that the older version has a bug  
with regard to this.
 
Please help!
