If you MAME system's time from power on to switching to the correct video mode is <= 35 seconds, another alternative is the "Time Delayed LTG1" SmartStrip from BITS Ltd. http://www.bitsltd.net/smartstrip/buy.htm Certainly a more "brute force" approach to turning on a 15KHz monitor, but avoids soldering irons and breadboards for the wary.
