CHD files unplayable

I upgraded my PC from a 1.6gig Intel CPU, 512 RAM,
64meg GEforce 3 Video card, Sound blaster Live Value
sound card to a 3gig Intel CPU, 1 gig Ram,using the
same video card as above and this time am using
onboard sound (AC '97).

(Using the game Guantlet Legends as an example running
MAME95)
Sound has a terrible ECHO, just entering the game
where he tells you to enter your initials he says "Ent
ent enter enter enter yo yo yo your your your init
init init initials initials initials" you get the
idea...it takes him about 10-20 seconds to just
complete those 3 words.  and the graphics are chunk
chunk chunk...move about 1/2 an inch at a time in
little jerky movements.

THe problem was the same with the sound blaster Live
Value sound card as is the onboard sound.  Do you feel
that this issue is the Video card?  I hate to go spend
another 100+ dollars on a 128meg video card to have it
do the same thing still.  

Any Advice or suggestions would be greatly
appreciated.
