Need some help about Vga >>> TV scart cable.

Hi to all :)
I'm  having lots of fun with my AdvanceMame arcade pc and my vga>> scart 
cable but for some strange reasons it does NOT works on all the tv.(i'm 
in italy)
Sony tv's does right the RGB switch ( scart pin 16 and 18) but some 
other tv( like grundig) don't switch to rgb and there is no signal.
there is any reason for this?
