Hey John,
 
Thanks for sending those links and offering to help.  I'm running Windows XP
Home with an Nvidia Geforce2 mx/mx 400 video card.  
 
I can't seem to find any advcfg files.  I could be wrong, but the conclusion
I'm arriving at after reading emails and checking out those links is that to
have my advfg file created, I need to be running Linux OS and install
AdvanceMAME onto the hard-drive.  Perhaps these advfg files and advmame.rc
files only get created when doing an install, but aren't quite present for
modification based on the initial download one gets to simply create a
generic ISO CD image.  
 
In other words, my conclusion is that only after installing Linux as the OS
and subsequently installing AdvanceMAME can I obtain and modify the monitor
settings, and assuming I know where to put these configuration files in the
right place, create a new ISO image to burn a disk that boots AdvanceMAME on
a Windows machine.
 
Am I completely wrong -- or do you think that might be the reality of it?
Ugh, my simple caveman mind shutters to think about even attempting to
install Linux when my computer knowledge barely has me using Microsoft
Office.  I'm in love with AdvanceMAME from what I saw on my PC monitor from
the bootable CD, but I'm starting to fear that syncing this up to my cab's
vertically oriented VGA arcade monitor may be way a little too far out of my
league.  Is there any other way, or is the need to install Linux on the hard
drive as the OS to down-and-dirty fact of the matter?

Anyways: what OS are you running? What video card? 

Normal procedure to get your advmame.rc file right would be: 
1) Run advcfg 
2) Choose an appriate predefined monitor off the first screen 
3) Enter your own card (pclock), horizontal synch range, and vert sych range
the next screen 
ie for you it would be something like: 
5-90/30-38/50-160 
4) Center the screen using the monitor controls 
5) Save and exit 

You should probably be able to run most games from there. 

Hmmm just saw you're running advanced. Not sure how you'll go with that, I
haven't tried it. The above was what I did, AFTER I installed linux,
compiled advancemame, compiled svgalib, and found a video card that would
run at a low pclock.
