Okay, some new points on this: this card can display low pixel
clocks/resolutions if loaded via soft15khz. When AdvanceMAME tries via
generate_y, generate_yclock, or xclock (in essence, anything via the svgawin
drivers), my monitor displays a screwy double image - like if it were trying
to either interlace the image, or display at one with a refresh my monitor
won't handle. So two things come to mind:

- the registry method soft15khz uses is 'low' enough to get around the ATI
watchdog, and the method Advancemame uses is not.

- an interlace or/and refresh issue that the card is creating through
over-riding what the software is telling it.
