I cant speak from development experience, but from what I have seen of people actually using mobile games, that's pretty much correct. I am guessing that the average phone, PDA or gameboy gamer is using their device while in transit or between doing other tasks. With this in mind I am assuming that designing levels in the same manner as arcade games is appropriate: small to medium level sizes, high impact puzzle/action content every 5 minutes or so, numeruos places to save position, medium number of levels.
