Actually IQ has no effect on the speed at which the computer players can do
things. They are subject to the same rules that you are for spending, and
don't get to "cheat" and terraform, mine, research technology, or do
anything else any quicker than you can.
Rather, the highest IQ represents the best quality AI we were able to design
for the game, and as you lower the IQ, this AI is "dumbed down." For
example, the lowest IQ computers, when deciding to attack, look at how many
ships they'd need to build to defeat you (based on their best info about
what you have at your planet) and then send only 50% of the required force.
