I have beta tested a couple of versions of the Ho! and can explain some of 
this. A newly colonized planet costs $7500 to maintain. This $7500 is taken 
off the top and reduces your income by this amount. The bars for planets, 
tech, and savings divvy up your shown income based on their length. Interest 
from borrowing reduces your income in the same way.

The amount of population to break even on a planet is based on population and 
gravity. A 1.0 G planet will break even at a lower population than a 2.0 or 
0.5 G planet. The reason you see amounts higher the $7500 on some planets is 
due to population increasing while the planet is still fairly hostile (if you 
have 2500 people on a planet with 1.65 G and 1.2 degree temp, you will be 
paying something like $7518 per turn for maintenance). So, your maintenance 
bill will vary based on population, gravity, and temperature. Moving a bar to 
zero means all mining and terraforming activity ceases, but you have to 
evacuate the planet to regain the maintenance payment in your income.

On the subject of metal, you only receive a report of metal falling to a 
planet or recovering metal if you have a healthy ship or colony present to 
observe it. If you and an enemy mutually destroy each other, you see no 
report. If you send another ship to the planet immediately, you will find that 
it's metal reserves have increased (assuming you knew what it had before the 
battle).

As it was explained to me during an early beta, when you colonize a planet, 
the computer automatically allocates the optimal percentage at that time to 
terraforming and mining (this gets to be smaller as your income goes up, but 
there is a specific amount where you get the most bang for you buck). Raising 
or lowering the bar from it's initial setting will be less efficient, but will 
still have a effect.
